Cynthia Zbiegien, Owner-Director VCA Board

Cynthia Zbiegien is a seasoned professional with over 30 years of extensive experience in various high-level roles, including Homeowners Association (HOA) management, facilities and property management, and executive-level information governance. She currently serves as the Director of Information Governance and the Records Director for Maricopa County for 60+ departments, where she brings a wealth of expertise in public records, FOIA requests, litigation, financial management, contract negotiations, and legal liaison responsibilities with the Attorney's office.

Previously, Cynthia held a director-level position in HOA and property management, where she oversaw complex property management operations, landscape oversight, and contract law. Her visionary leadership and collaborative approach to problem-solving have consistently driven results, exemplifying her ability to "think outside the box" to develop innovative solutions to longstanding challenges.

In addition to her executive roles, Cynthia has a rich history in radiology administration and is a HIPPA subject matter expert, providing her with a broad perspective and diverse skill set. In her community, she serves as the Owner-Director for the Verrado Community Association (VCA) Board and serves on the San Juan Park Leadership team.  Her commitment to community service is highlighted by her involvement in the Surplus Task Force Committee for the VCA, where the Task force recommendations to the Board were unanimously approved, leading to the formation of a dedicated Parks Committee.

Cynthia is a licensed professional facilitator, Hearing Officer and an adjunct faculty member, sharing her knowledge and experience with others. Her favorite quote, "Seek First to Understand, then to be understood," by Steven Covey, reflects her approach to leadership and communication.

With her deep understanding of contract law, property management, and landscape oversight, combined with her strategic vision and collaborative mindset, Cynthia continues to be a results-driven professional, dedicated to excellence and innovation in all her endeavors.
